Work undertaken by Commercial Gov in the wider commercial transformation identified a number of areas of duplication between the HRA Housing and General Fund Property Management functions, and the potential to deliver efficiencies to both funds.
It was also identified that a strategic review of General Fund assets had not been carried out for a number of years and the Council's current approach was ‘management of the current estate’, rather than seeking to develop a portfolio that optimises the place shaping and financial outcomes of the Council – missing out on many key opportunities.

We developed a full business case, the implementation of which would:

Deliver structural savings across the HRA and General Fund by removing duplication

Develop a function that can act as an enabler to improved performance from the Councils physical asset portfolio (particularly general fund)

Unlock the potential of Dacorum with the Council playing a proactive place shaping role in future developments

Achieve better outcomes through the new solution for the Total Asset Management contract by developing a high skilled and integrated client function that encompasses HRA and general fund requirements
​The work undertaken identified significant savings through the structural merger of the two functions we well as developing a high level approach to property and place investment and development that will increase the revenue generated by the asset by around 35% over the next few years.
