School Improvement Liverpool
Review of Business and Growth Strategy
School Improvement Liverpool is a wholly owned company of Liverpool City Council. Commercial Gov was commissioned to undertake an options appraisal to support the Board and Chief Executive in the development of a strategy for the future of School Improvement Liverpool (SIL).
The appraisal considers the operating environment, policy landscape and contractual relationship with Liverpool City Council to inform the best delivery vehicle for the company to remain agile and responsive in the changing external environment in which it operates.
The options analysed were:

Do nothing – the company continues as it is currently operating as a wholly owned company of LCC

Move to a different vehicle i.e. Standalone, SiL moves into a different operating vehicle outside of LCC control i.e. becomes a Social Enterprise, Charitable body, Public Service Mutual(PSM), Incorporated or Unincorporated company

Take action on the statutory services

SiL is disestablished/ Close the company

With all the staff transferring back to the City Council
-
With some other restructuring vehicle as part of the closure, i.e. redundancy of staff but transfer of statutory functions to LCC

On top of analysing these options, we also considered other areas of strategic and operational development which, if implemented successfully, will equip SIL to succeed in the current and emerging business environment for school improvement.

The business case was developed and written using the HM Treasury Five Case Model. The “Five Case Model” and provided SIL with not only a high level appraisal and strategy for the future, but an operational plan for development.
